Statement on the enactment of Uganda's anti-homosexuality law

We condemn in the strongest possible terms the Anti-Homosexuality Act 2023 in Uganda. By enhancing criminal sentences targeted at LGBT+ people, this law increases the threat of violence, intimidation and persecution of an already-marginalised community in the country.

Driving LGBT+ people further into secrecy and repression exacerbates existing inequities in health, housing, employment, safety and access to justice. The impact will be felt acutely in the HIV response, with disproportionately affected communities reassessing whether to access public services now that severe punishments exist for simply being visible.

We stand with the brave lawmakers and leaders who opposed and continue to oppose this legislation, and now that it has been enacted we will work with regional civil society champions and the international community to support LGBT+ Ugandans.
