A policy guide for legislators to end the HIV epidemic

The following publication is a condensed guide for legislators in high income countries to use as a resource when advocating for improvements in the HIV response, along the continuum from prevention to treatment to care. The guidebook presents common barriers to achieving UNAIDS targets and ties these to recommended interventions, which are generally applicable across countries in the Group of Seven (G7) forum and the European Union (EU). The resource also contains specific policy recommendations for legislators in nine high income countries - Australia, Canada, France, Germany, Italy, Japan, Spain, the United Kingdom and the United States - which informed the general principles of the guide.

This document is adapted from an existing research report published in June 2024, Going the extra mile to end the HIV epidemic, which was commissioned by Gilead Sciences and prepared by BCG. The report examined the above-mentioned countries’ HIV policy responses and provided much of the source material for this guide, based off expert interviews and official HIV surveillance data.

The report found that despite progress towards the UNAIDS 95-95-95 targets, there is a need to bolster domestic HIV responses if these countries are to end HIV as a public health threat by 2030. The recommendations in this guide outline how this can be done.
